Tension on Bada Danda: Unauthorized Khaja Vendors Face Off Against Municipal Enforcement Squad

High drama unfolded along Puri’s historic Grand Road (Bada Danda) recently as an enforcement drive against unauthorized sweet vendors escalated into an aggressive, eye-to-eye standoff between local Khaja sellers and the Puri Municipal Corporation (PMC) Enforcement Squad.

The incident occurred in the high-security corridor directly adjacent to the Shree Jagannatha Temple Administration (SJTA) office. According to eyewitnesses, the flashpoint arose when civic inspection teams attempted to clear illegal makeshift stalls and intercept itinerant vendors who were aggressively peddling Puri’s famed Khaja—the layered flour delicacy traditionally offered to Lord Jagannath—at exorbitant, unregulated rates to unsuspecting pilgrims.

When squad personnel moved in to seize unlicensed goods and enforce the municipal ban, several standing vendors resisted eviction. Refusing to dismantle their temporary counters, the shopkeepers confronted the enforcement squad head-on, engaging in a heated verbal exchange and blocking civic vehicles from completing the clearance operation.
The standoff highlights a persistent challenge for local authorities along the pilgrim artery: the rapid proliferation of unauthorized "standing vendors." Operating without municipal food licenses or fixed commercial tenures, these operators deploy aggressive selling techniques, frequently cornering tourists and devotees arriving near the 12th-century shrine and charging up to double the standard market prices.

The incident follows closely on the heels of targeted joint raids conducted by the local police and food safety officials against unauthorized commercial fryers. In those operations, law enforcement seized low-grade cooking mediums, inspected unhygienic back-alley frying operations, and slapped penalties on multiple unregistered kitchens operating in the narrow lanes off Grand Road.
Despite the recent crackdown, many vendors have adopted evasive tactics, deploying portable displays that can be swiftly packed away during police patrols, only to resurface minutes later to resume business.

A senior official from the municipal enforcement wing stated that the civic body will not tolerate public intimidation or price manipulation along the Bada Danda. Authorities confirmed that additional police personnel will accompany municipal inspection teams during upcoming peak pilgrim hours, and formal complaints have been lodged to identify repeat offenders attempting to obstruct public servants on duty.
